PM declares UK will not accept migrants returned from EU as dozens of asylum seekers' tents sprawl through Dublin streets
Rishi Sunak has declared he is “not interested” in taking back migrants from Ireland as stark new images revealed dozens of asylum seekers' tents sprawling through the streets of Dublin.
The Prime Minister said Britain would not accept migrants returned from the EU via Ireland when the EU was refusing to take back Channel migrants who came from France.
The row broke out after senior Irish ministers said they would draft emergency laws to send back refugees who had arrived from the UK to avoid being deported to Rwanda.
On Monday, new pictures showed the tents stretching around the city's International Protection Office and continuing along the road. They are reportedly being used by some 1,700 homeless asylum seekers in Dublin.
Some tents bore signs including “Seeking asylum is not a crime” and “EU's racist asylum policy is criminal”.
The tents, packed tightly together with minimal personal space, have no access to sanitary facilities. A large group of the migrants were moved to another location in south Dublin earlier this month but later returned because the conditions there were reportedly worse.

Last week, Micheal Martin, the Irish deputy prime minister, said the UK's Rwanda policy was “impacting on Ireland” because people were “fearful” of staying in the UK and were seeking asylum in Ireland instead. The Irish claim 80 per cent of asylum seekers have crossed the border from Northern Ireland.
The Home Office has also admitted that it is unable to remove more than half of the 5,700 migrants it intends to deport to Rwanda in a document seen by The Times on Monday night.
Simon Harris, the Irish prime minister, has asked for proposals for a new law to be brought to his cabinet this week to pave the way for the return of migrants to the UK.
Sunak ‘determined to get our Rwanda scheme up and running'
However, asked on ITV News whether he would agree to a returns agreement with Ireland, Mr Sunak said: “We're not, I'm not interested in that. We're not going to accept returns from the EU via Ireland when the EU doesn't accept returns back to France where illegal migrants are coming from.
“Of course we're not going to do that. I'm determined to get our Rwanda scheme up and running because I want a deterrent.”
Asked if there was scope to negotiate a returns deal with the EU, Mr Sunak said: “No. I'm focused squarely on getting our Rwanda scheme up and running. I want the deterrent which will say that if you come to our country illegally, you will not be able to stay and you will be removed either to your own country if it's safe or Rwanda.
“That's why I've worked so hard at this. That's why we've done all the prep work for this. And actually I want that deterrent up and running and I'm confident that it will work.”
It came as Mr Martin met with Chris Heaton-Harris, the Secretary of State for Northern Ireland, at the British-Irish Intergovernmental Conference in London on Monday.
Mr Martin told British officials that legislation being prepared to enable Dublin to legally send back asylum seekers to the UK was to deal with a decision by the Irish High Court. That decision overturned the designation of the UK as a “safe country”. The new Irish law, to be presented on Tuesday, provides a replacement legal base for migrant returns.
UK ‘not in the business of having more Channel migrants'
However, Mr Heaton-Harris warned that any migrant returns deal would have to be EU-wide and not just with Ireland.
He added that the UK was prepared to work with Ireland to prevent abuse of the Common Travel Area between the two countries.
“If this legislation is, as I believe it is and I've been assured it is, just setting us back in time to where we were and what we were dealing with, then I'm comfortable with that,” Mr Heaton-Harris said.
“But we are fully behind implementing our Rwanda scheme.”
Mr Martin said: “The Common Travel Area, there will be ongoing discussions around that and it's been overall beneficial to Irish citizens and to UK citizens and we want to maintain those benefits. I think the optimal way to deal with issues around migration is to continue discussion in the context of the Common Travel framework.”
Mr Martin ruled out Ireland launching a legal challenge in the European Court of Human Rights against the Rwanda Plan. Dublin has sued the UK in the Strasbourg court over its Legacy Act, which is an effective amnesty for Troubles-era killers.
“We're not going to the European court on this one,” he said.
Mel Stride, Secretary of State for Work and Pensions, said on Monday morning: “We are not in the business of having more Channel migrants in the UK. We have a situation where people are coming across from France illegally. The French are not prepared to take back the illegal migrants. I don't see why we should have any different situation.
“There are going to be discussions between the Irish Government and ours. I very much doubt we are going to end up in a position where we are going to say we are going to be taking anybody back – not least because, when it comes to France and other EU countries, they are not in the business of taking people back either.”
Helen McEntee, the Irish Justice Minister, pulled out of the conference in what was seen as a tit-for-tat move following a decision on Sunday by James Cleverly, the Home Secretary, to cancel their meeting. Home Office sources cited a diary clash.
Immigration to Ireland rose by 32 per cent in the year ending last April, with asylum seekers accounting for more than 13,000 of over 140,000 arrivals.
Mr Harris said on Sunday: “Every country is entitled to have its own migration policy, but I certainly don't intend to allow anybody else's migration policy to affect the integrity of our own one. This country will not, in any way, shape or form, provide a loophole for anybody else's migration challenges. That's very clear.”
However, Mr Stride was unapologetic about the Rwanda policy. Asked whether it was designed to force migrants into Ireland, he denied that was the case, saying: “The design is to ensure there is a deterrent effect.
“We passed the Rwanda Bill that means those coming here illegally can expect to be removed to Rwanda. What we are already seeing is a deterrent effect kicking in. That's why we are seeing people moving from the UK into Ireland.”
No post-Brexit returns agreement
Before Brexit, the return of migrants to EU countries was governed by the Dublin Agreement, under which migrants could be sent back to a safe third country through which they had passed before arriving at their destination.
This meant asylum seekers arriving in Ireland from the UK, or migrants reaching the UK from France could be returned if it could be shown that they had passed through a safe third country – that is, the UK or France.
But the UK left the scheme when it departed the EU and no successor agreement was signed during the Brexit talks, meaning there are no formal returns agreements in place between EU countries and the UK.
A post-Brexit provision was, however, made in the case of the UK and Ireland, which meant Ireland could return asylum seekers to Britain. No asylum seeker has been returned to Ireland, or vice-versa, under this post-Brexit arrangement since it was struck.
But the Irish High Court last month ruled that the Irish government's declaration of the UK as a “safe third country” to which it could return asylum seekers was unlawful, as a result of the Rwanda Bill. The emergency legislation proposal seeks to overturn this judgment.
Rwanda plan makes returns agreement ‘unpalatable'
EU sources told The Telegraph that the Rwanda plan has made a migrants returns agreement with Britain unpalatable for too many “progressive” European Union governments.
While the bloc's conservative leaders see no merit in a UK-EU returns deal because it would result in “more” asylum seekers being sent from Britain to the Continent.
“The Rwanda stuff will make a deal unpalatable to a whole slew of progressive governments on the EU side,” an EU diplomat said.
“And then there's the question of what the EU gains from a deal with the EU? A deal might only lead to more returns from the UK to the EU. That's not going to win you any votes on the conservative, so what's the incentive?”
The EU will hold bloc-wide elections for the European Parliament in June amid fears populist and nationalist parties will win in at least nine countries on the back of anger over mass migration and Net Zero policies.
Sources said there was also little appetite in sitting down with Britain while the EU is engulfed in its own migration crisis.
“I don't see much interest in a UK-EU migration deal until we've properly sorted out our own migration mess first,” a Brussels insider said.
“Yes, we've agreed on the pact, but that doesn't enter into force for another two years,” they added, referring to new border measures to halt illegal migration across the Mediterranean and through the Balkans.
The “migration pact” seeks to accelerate the processing of asylum applications as well as enables the detention of asylum seekers who have a lower chance of successful bid at the EU's external borders.
Controversially, it also sets up a burden-sharing mechanism that will require the bloc's 27 member states to take in their fair share of migrants landing in just a handful of countries, such as Greece and Italy.
Countries like Poland and Hungary, which have rejected resettling asylum seekers, will be forced to pay a levy to help finance the system for more willing capitals.
At a debate ahead of the EU elections, Ursula Von der Leyen, the European Commission's president, last night rejected that her centre-right European People's Party was pushing a Rwanda-style plan for the bloc.
The top eurocrat, who is vying for a second term in office, went as far to suggest deporting migrants to the African country was a breach of international law.
“This is the UK, and we have nothing to do with it,” she told the audience.
“The UK left the European Union. Let them discuss their issues and we discuss our issues. We have fulfilled our international obligations – and that's very important – in the past, we fulfil them today and we will fulfil them tomorrow. This is absolutely necessary to the Geneva Convention ... the European convention.”
She added: “But I also think it is in order to say that we Europeans are the ones who decide who comes to the European Union and under what circumstances, and not the smugglers and traffickers.
“Therefore, agreements with third countries, for example Tunisia or Egypt, is investing in their economy, investing in their education system to create legal, safe pathways for people to come, also for protection, but not to define for the smugglers and traffickers who comes to the European Union.”

Yes it's very much unfinished, and I'm not hugely convinced it will be what it's ultimately meant to be within this year. If we see teach mode before the end of 2024? Great. The ‘doing tech backwards' description is really fair but it's just not fundamentally a bad thing for a lot of people preordering this. Marquess' review is for general consumers and this really still isn't a product that is a great purchase for most consumers and it's entirely necessary and valuable to be candid about that. I knew and deliberately chose to buy basically an ‘in development' product, I liked the idea of that. I'm not hugely familiar with teenage engineering but I actually liked the colour partly because the design says ‘under construction' to me, it looks like a manufacturing prototype for something. I think rabbit have been very up front and candid about the fact that's what you're buying if you buy it right now and a lot of people with preorders know that. They've not no man's sky'd this, it's a Minecraft situation if anything.
There is a path to completion or improvement for everything currently true about this product. For all of the things that are wrong with it, that it doesn't do, doesn't do well, don't work or aren't finished, there is an obvious route to fixing it. Even things that weren't billed as such, problems only becoming apparent after people start getting their devices, have obvious pathways to being fixed. They can improve the software, build other LAM, redesign the UI. Since I knowingly bought an in progress product, the important thing to me is that it's a product that by its nature has room for things to be fixed. Compare that to say, the AI pin, from my perspective it was always a bad buy because they're painted into a corner by the design. If things like the projection UI or other elements of its design don't work out, they may never work, there's lots of things about the AI pin that just don't have obvious pathways to fixing unless consumers are willing to buy the V2 for a ‘fix'. It's absolutely not for most consumers right now, but I think a lot of the people buying it would be happy with it having those obvious pathways to a solution. Especially being at a much more reasonable price point (though I did pay less since I preordered).

For many South Africans 
and Burgerlanders 
there are often cross-cultural shock when they realize each other's nation have legally-enforced or conversely the absence of, what is known as Gas Station Attendants.
Similarly many safrican tourists, those wealthy enough not to have their rands r*ped too harshly by the powerful bad exchange rate of the Rand-to-Dollars $ - instead find out that not only is it normalized that yanks fricking pour into their tanks their own petrol/diesel, and that they are pretty much expected to do so on their own!
In Burgerland, there are often videos about stupid women 
trying and failing to pour in petrol into their vehicles
This is something which few Safricans would ever witness, as official petrol-station employees are the ones who fill up your gas and shit.
FILLING STATION ATTENDANTS:
Now in Burgerland, Gas Station Attendants are officially instead called "Filling station attendants". And their slang term for them are "gas jockeys" or at least so in North America. I'm told Canadians also use the term Gas Jockeys, but I can't confirm that, some Leafs 
dramatards will have to confirm.
Now what's notable for Burgerland is that Gas Jockeys do exist in the modern day, but are very rare, and only exist in a select few States or municipal regions (yanks call these Counties).
Now just like modern day South African Gas Station Attendants, these gas jockeys would basically do services outside of just accepting payment (which are done usually by lone gas-station attendants just accepting cash if even cards aren't swiped on the yank petrol-pump itself). These other services would be stuff like cleaning windshields, checking the client's remaining oil and water levels, pumping their tires for air on request, or in really fricking old vehicles/trucks cranking the shafts, and other stuff which franchise petrol-stations offer services to attract customers to their specific branded petrol-stations.
Now Gas Jockies used to be more prevalent in Burgerland, but their utilization would decline by the time the 1970s arrived, punctuated when Burgerland would have a gas-shortage crisis

Consequently the businesses most hardest hit by these gasoline-shortages would be the stations themselves, which suffered decades long layoffs and cost-cutting with intensity, within 10 years the american culture of widespread gas attendants would basically cease. Many "Full-service gas-stations" would close, aka those stations with Gas Jockies, and basically in the majority of Burgerland states only "self-help stations", aka the modern most widespread gas stations in Amerika, would become the norm. In most of the West like Europe, "self-help stations" are pretty much the norm also, and it is in fact the "Full-service gas-stations" (the stations with attendants) which are the outlier and aberration, ESPECIALLY in america.
There are as far as I can tell, only two states in USA where "Full-service gas-stations" are still in widespread use in modern Burgerland. The yank states of New Jersey and Oregon.
The histories I don't know why, but basically both states had local municipal laws in the 1950s enforcing that "self-help stations" would be illegal, and thus were the only two states which survived the death of the "Full-service gas-stations" culture in the 1970s gasoline shortage crisis, as "self-help stations" were not legally allowed to outcompete them.

Now hilariously the modern Republic of South Africa is only one of the only 3 nations upon this earth which have legally recognized working occupations known as a "Gas Station Attendants".
Or to put it more specifically, it is one of the only 3 nations on Earth which have governmental law which influence or ban the use of "self-help stations" within their Nation State in some form or another!
Combinations of "self-help stations" and "Full-service gas-stations" do exist on other parts of the globe, but these are driven by the economic or social trends and conventions of their respective nations, where there are both found even in modern places like Western Europe, and are not directed by the laws of their nation states.
These nations are Burgerland (the 2 mentioned States), South Africa........and Brasilia!!

For South Africa, this was enacted back in the 1990s, during the Nelson Mandela Administration and the Thabo Mbeki Administrations for the sake of Job Creation, as there was intense levels of joblessness even back then. The Western liberal democracies' sanctions against the Union of SA's Apartheid State had crippled the country, and had obliterated the wealth of many businesses and farms, unfortunately sanctions tend to be a blunt instrument and all races were equally economically traumatized by the sanctions from the 1980s to 1992.
As part of their initiatives of job creation by the ANC, many new jobs were deemed to be created on the most compulsory industries, such as anything related to the fuel industry.
Many Mayos 
would b-word about these new Job Creation initiatives, as they believed that many peeps were given junk jobs just to fill out uniforms and create nonsense jobs - jobs which maybe paid for the new employees of the state, but added no benefit to the economy or aided the new nation. Most criticized of these new types of jobs was the Gas Station Attendant, once again because Mayo Boomers were used to pumping their own shit, and now had to have someone do it for them?? What a useless job! 
"Full-service gas-stations" had existed before, but they weren't a nationally legalized requirement. 
None were more pissed by this ruling than Petrol Station owners themselves, as they suddenly found themselves with massively exorbitantly increased labour costs involved.
In fact the nature of South African 
Petrol Stations would drastically change due to this nationalization of the Gas Station Attendant job. Before 1990s, many individually owned "Mom-and-Pop" Gas Stations existed in SA, but these new regulations would mean only national scale chain and franchise Gas Station companies would be able to afford continual operation as Gas Stations, especially as Petrol Tax would also increase under the new ANC regime.

All "Mom-and-Pop" gas stations would go extinct due to the creation of the Gas Station Attendant job, or be bought out by massive conglomerate chains such as Sasol, Shell, Total, Engen, and BP
Yet in spite of all the bitching, most Petrol Station companies and owners would pivot to preferring the use of Gas Station Attendants as South Africa would become increasingly more dysfunctional and crime ridden, and the Police became increasingly more corrupt and worthless, by the time 2005 rolled in, and the corruption of the ANC became rampant.
Basically it would become financial suicide to ever operate "self-help stations" as they would be robbed blind within a fortnight, or their utilities and equipment destroyed by douchbags and malcontents. Minibus taxis and crime syndicates would prove themselves especially prone to fricking stealing petrol wholesale by literally pumping out the petrol of gas stations right out of their pumps via portable generators and tanks.
A very common form of theft, especially in places like Cape Town with limited parking behind fences in the cramped city, is for thieves to bust open the petrol-cap, and literally suck out the petrol/diesel right out of your vehicle in the middle of the night, and for the poor luckless owner to climb into his car, and realize to their dismay their fuel gage is fricking empty overnight!! 
Thus modern RSA Gas Station owners and companies basically very much prefer to have their own employees pour gas, as the average South African is absolutely untrustworthy to not be a thief, or just a Tsotsi delinquent who'll frick up your pumps and equipment after single use!
Basically it's unthinkable for South Africans to live in world where Self-Help Stations exists such in Burgerland, and Safricans tourists get culture shock when the visit, not because they can't figure out how to pump their own gas, but because they are like: WHAT IF SOMEBODY STEALS THE GAS WHEN NOBODY IS WATCHING

Cape Town - The nationwide petrol attendant strike has seen calls for big oil companies to consider installing self-service pumps at their petrol stations.
But while the move would put South Africa in line with First World economies such as the US and UK, industry experts have warned that adoption of the pumps locally could result in widespread unemployment.
Self-service pumps were first introduced in the 1970s. Initially the system was built on trust, with motorists filling up before paying at the station's shop.
But this quickly made way for the credit card-based system which has been proposed for South Africa. According to the Cape Chamber of Commerce's Michael Bagraim, the “swipe system” would be best for the country. This would see pumps activated by the swipe of a credit, debit or dedicated petrol card before motorists could manually refuel their cars.
The US has almost unilaterally adopted the same system, and over the past three years, stations in developing countries such as India, Malaysia and the United Arab Emirates have begun rolling it out.
Temporary petrol attendant Craig Felix, who has been filling in during the strike, said self service was a massive safety concern.
“I wouldn't like to have to get out of my car to put petrol in. It's not safe in some areas.”
Avhapfani Tshifularo, executive director of the South African Petroleum Industry Association, said self service would simply not work in the country. “Nobody is allowed to fill up his own tank at a petrol station according to the law which protects 70 000 jobs at a retail level.”
For Mxolisi Ratsibe, head of employee relations at the National Petroleum Employee Association, the debate boiled down to one glaring downside. “Jobs, jobs, jobs.”

Now yank tourists would tell each other to tip in RSA, but this absolutely wasn't the custom for SA locals, especially since most SA white boomers were themselves used to pour in their own gas, just as yanks were pre-democratization, and now suddenly they were expected to fricking tip some doofus doing a basic manual labour job they had easily done themselves in the past 
This false view that gas attendants were only spread around by yanks because of the extremely low wages of Gas Station Attendants and the pittance yanks paid with their powerful dollars, and how shocked they were at the feeble wages south africans obtained in their daily lives.
However, even RSA tourism boards would end up dissuading yanks and other foreigners from feeling obligated to tip, because Gas Station Attendants would alter their behaviour and performance upon the expectation and receival of tips. And since local safricans, including local safrican car owners were just as relatively dirt poor, and could absolutely not afford fricking tipping upon rising petrol/diesel prices, and having lazy Gas Jockies give shit service because locals don't give tips was not something tolerated for long, and Gas-Station owners would make it clear that future behavior would have to be independent of tips henceforth.
Stupid modern yank tourists still tip in places like Cape Town, but it's not been a common thing by the late 2010s.
